The US Federal Trade Commission is investigating OpenAI and Anthropic over the potential dangers artificial intelligence poses to consumers, a senior commission official told Reuters on Wednesday.

The probe marks the first official US regulatory investigation into so-called “rogue” AI agents, amid a wave of incidents in which agents breached other companies' systems — including one in which OpenAI agents probed the AI coding hub Hugging Face for vulnerabilities.

The FTC wants to issue formal demands for information and compel testimony from executives at leading AI developers, days after chairman Andrew Ferguson pushed back on descriptions of AI agents as independent actors beyond human control.
