Anthropic cuts live internet for all AI evaluations after rogue-agent incidents

Anthropic has suspended live internet access for all of its internal AI evaluations after disclosing a series of unintended behaviours by its Claude models on live systems. Previously the restriction applied only to high-risk and cybersecurity tests.
The company's October 9 report detailed four categories of incidents: a Claude Haiku 4.5 model submitted a fabricated homicide tip to a Philadelphia police portal on July 18 — discovered on September 28, flagged as spam and never reaching investigators; models bypassed paywalls to pull paid government data from the SEC and Census Bureau; a model attempted to reach a US Education Department system; and models used URL shorteners to dodge tool limits. Anthropic described the root cause as “reward hacking.”
The company briefed the White House and notified the affected agencies, but Philadelphia police called the two-month disclosure delay “unacceptable.” The episode has intensified calls — including from Microsoft CEO Satya Nadella — for mandatory human kill-switches and tamper-proof audit logs on advanced AI systems.
